The U.S. Senate voted on Tuesday to advance the College Sports Protection Act. This bipartisan bill, supported by the NCAA, aims to establish federal standards for college sports amid rapid changes in the field.

The bill advanced with a vote of 74-24 and needed 60 votes for final approval. The timing of the final vote in the U.S. Senate is still unclear. If this bill passes the U.S. Senate, it must also be approved by the House of Representatives.

Purpose of the College Sports Protection Act
The College Sports Protection Act is the latest effort to establish a national standard regarding college sports regulations. In recent years, various issues, including eligibility and compensation, have been examined in state courts. Temporary decisions and rulings have quickly altered NCAA rules that had been in place for decades, allowing athletes to easily transfer from one university to another or receive compensation directly from their universities.
This bill also grants the NCAA antitrust exemptions and prevents future legal challenges regarding these regulations. Professional leagues like the NFL and NBA also have antitrust exemptions, but athletes in these leagues negotiate collectively over the rules.
Supporters of this bill from both sides of Congress voted for it after Senator Ted Cruz (Republican from Texas) and Senator Maria Cantwell (Democrat from Washington) introduced it. The NCAA has been urging Congress for years to pass comprehensive legislation, as multiple state decisions have changed the nature of college sports, especially men's and women's football and basketball.
However, this bill also has many critics, including the Congressional Black Caucus and the NAACP. One of its staunch critics, Senator Chris Murphy (Democrat from Connecticut), stated, “This bill protects billions of dollars that coaches and sports industry executives earn from the lack of compensation for some of the most valuable athletes in the world.”
Supporters and opponents of this bill are publicly exchanging views. Cruz recently appeared on ESPN's “College GameDay” to support the bill. Murphy has also criticized it on the “Straight Shooter” podcast.
